Yes, Osiris is right as are you. Infact, the idea had only just popped into my mind until you suggested it. I think that at least three dragons and/or dragoness's should be chosen form each territory and begin to train their fellow Evils. Perhaps the selected Trainers can be chosen from mocks or Ordeal experiance. Or simple knowledge of past events.
