I think that Coyel is referring to information that you have already accessed. Not to information that you seek to access. There are a lot of sites, which charge you to read more or see more. My interpretation of this line in the article is that, since she is making the comparison to a library. You can access things in a library but you can’t instantly copy it. You could run across the room of course and pull out a big bag of change and make copies, however duplication is implicit in computer use. Once you access the information on a computer you can copy it. That aspect, duplication, is part and parcel of computers and the Internet. I think that was what she was trying to convey.
