My understanding of this article is that simply browsing information on you computer is a copyright violation. However, that is because the nature of copyright has changed since is was first written, when few people had the ability to make copies. Presently, with access to computers it would be impossible to enforce compliance or charge for browsing. Which is the reason why to my knowledge computer users can still freely browse w/o fear of the law. Downloading of materials and distribution would clearly violate this law, but again it is so hard to enforce. And individuals continue to "violate" this law because big companies are the only true beneficiary.
