Sam Braun dated Catherine's mother for years, and basically helped to raise Catherine from an infant. They've always been close, and Cath had been wondering for a while if she and Sam were biologically related. In last year's finale, she investigated the murder of a showgirl at one of his casinos... ended up he killed the woman, and Catherine used the DNA taken from the crime scene to compare with hers. The results showed he's her father. However, her use of evidence in a personal matter compromised the murder case, and it was thrown out of court, setting Sam free.

The check was "a gift"... he admitted that he was using it to get her to talk to him. She cashed it later on in the year, and we haven't seen Sam since (that I can think of, at least).
