Luke wanted Cassadine money back from Tracy that he had Emily put into Tracy's accounts to lure Helena out of hiding.

Problem was Tracy wouldn't give the money back so Luke decided to marry Tracy. He was sure that Tracy would give him the money in exchange for a divorce. WRONG.

After that they played this game of one upmanship for a long time. Somewhere a long the way Luke and Tracy liked being together and neither wanted the divorce anymore.
