Illegal Coca Drug Use in Peru
The General Assembly,
Understanding that Peruvian farmers have a right to produce crops so that they can have a reasonable standard of living and prosperity, yet some types of crops have been used to manufacture illegal drugs i.e., marijuana and coca (cocaine) which can be addictive and harmful to society,
Aware that a balance should be created between Peruvian government and the Peruvian farmers, they need to take action to come to an agreement between the two parties,
I. Expresses Deep Concern
(A) The UN and US lead coca eradication program has had a devastating impact on the environment in Peru;
(B) Millions of acres of Amazon rainforest have been cleared due to the coca fumigation campaign, driving peasants deeper into the Amazon rainforest;
(C) Since aerial fumigation campaign against the coca plant began, there have been thousands of reports of serious health problems. Destruction of food crops and livestock, contamination of surface water, and deforestation;
II. Is Aware That
(A) It has been used for thousands of years by Indians to increase stamina and starve off hunger, and is also drunk traditionally by Peruvians in tea to aid digestion and also as a remedy against altitude sickness;
(B) Coca is used a useful crop for coca-cola and chocolate production in Peru, and is thus important to the economy;
(C) Many farmers are dependent on this crop and are in need of this for their living;
III. Recommends
(A) That the UNODC (United Nations office on drugs and crime):
1.Support drug abuse treatment and rehabilitation centers around the world;
2.Impose economic incentives for legitimate coca production;
3.Strictly monitor and force illegal drug trafficking laws with other countries surrounding.
