I may be foolish and vain, but I am not so conceited as to believe that I would make a good guru as you claim. I am certainly not a fit person to act as anyone's guru, and I have no desire to become one.

"Who appointed Lahiri or Babaji as Guru?"

Very simple, Babaji appointed Lahiri Mahasaya as guru. Of Babaji himself we know little, but it may be that he too had a guru.

It is true that there are some genuine guru's whose authority comes from within. Ramana Maharishi is one example. However that is not the Kriya tradition.

There are those who believe that Lahiri Mahasaya (along with some other Kriya Guru's) was an avatar. It may be that he was already free before this life. Even so he went through the discipline of Kriya sadhana under a guru and taught Kriya when he was directed to do so by his living guru.

Similarly Lahiri Mahasaya's disciples. They taught Kriya only when they were authorised to do so by Lahiri Mahasaya himself. They did not rely on their inner guidance. That is not Kriya.

If I want to learn something I will look for a competant teacher. If I want to learn engineering I look for instruction from someone whose expertise can be verified by their qualifications and experience. Similarly I want to know that my doctor has undergone proper training before I trust him with my health. In the spiritual world it is not so easy to check someone's credentials. It is certainly not a good idea to believe anyone who tells you they are divinely inspired to teach.

In Kriya Yoga the tradition is that the teacher must be authorised by his guru in a direct line back to Lahiri Mahasaya and Babaji. I do not know of a single genuine example of a Kriya disciple being divinely appointed to act as guru without his guru's permission.
These are the people who Sri Panchanon Bhattacharya is warning us about. Such people do harm to themselves and others. Do you fit into that category?
