Wembley arena is relatively small (6000 capacity). Also non-uk residents have to get tickets through their countries associations, so we don't know how many tickets were actually available in the UK. Perhaps the powers that be underestimated UK demand and gave most of the tickets to the well known RG countries.
But I agree it is good for UK RG and will send a message that RG should not be written off. Obviously bad for the people that don't get tickets though!
