As far as I know, the definition of U9 has always been "nine or under in the year of the event".
The new ruling just says the minimum age is "nine or above in the year of the event".
So U9 competitions should still be fine, and still be composed of girls who are mostly nine with a few eights whose birthdays are late in the year.
The ruling also says that six/seven/eight year olds can still compete with special dispensation, but I don't know if there have ever been such young girls at the British anyway.
