I would not say so. They deliberately spared the Cathedral and I believe their technology of throwing bombs was already pretty sophisticated, even without laser technology.

If you have a close look, you will see that the base of one of the towers was severly damaged by bombs, but the Cologne people quickly filled the hole with bricks before the whole tower could collapse. You can see these bricks still today.

By the way, in the city of Dresden the bombing was even worse, 25,000-40,000 people died. It is currently still discussed whether these bombings were military meaningful or whether they have to be regarded as war crime. Even the famous church in Dresden (Frauenkirche) was not spared and is now reconstructed.

Currently, the Neonazis are exploiting this part of history to make their point that Germany does not need to be humble and ashamed any more, because the others were also bad.
