I don't know where you get the figure 75%. Her plan was unpopular because she didn't want to tell anyone what the plan was. Also, If you remember it was in 1994 in the mid term elections that the Democrats lost power in the congress for the first time in 40 years. They have never regained it since. Part of that was concern about "Hillarycare". She and her panel of 'experts' were very secretive about this new plan. She should have opened up the process but instead chose to be more secretive then Richard Nixon. This was one reason among many that they lost.
Generally speaking, Americans are more suspicious or wary of government control then Europeans. Most Americans view the government as wastful and ineffcient. But then again everybody wants their 'entitlement', so there is an internal struggle. In America we are talking more about social security then healthcare. We are encoutering the similar problem of a reduced worker to retiree ratio. Although I don't think its hitting us as hard as those in Europe. There are various solutions being discussed.
