The state owns the historic landmark. Malibu City Councilmember Joan House, who was a member of the Malibu Pier Concessionaire Committee, the body composed of state and local officials who made the recommendation for the selection, said, “They are an extremely thoughtful group. Malibu is in good hands. They are quite interested in creating a pier to reflect the 1940s.” Also known as Zuma Jay, Wagner, who heads up a group of investors that have committed to the 20 year contract, said, “It has always been a dream of mine to manage the pier. As soon as I heard that they were going to put the pier up for a competitive process, I started pulling my team together and working hard to get all the forms and paperwork completed.” Wagner is quick to point out that much work remains before the pier is actually reopened to the public. Malibu Pier Partners must conclude negotiations with the state and then build out the interiors of all four pier buildings. The reopened pier will include a small surfing museum, a sportfishing boat operation, restaurant, snack shop, a kayak and surf board rental operation run by Wagner, a bait and tackle shop and an office space for lifeguards.
