And, since I posed the question, I should probably post my thoughts...

At first, I thought the baroness was most responsible. Because if we suppose any other person is responsible for her death -- especially since we know the gateman warned her he was ordered to kill her -- have we removed the basic tenet of free will?

But then I realized she didn't really have free will -- not really. She had little freedoms, but subdued populations of occupied states do, too... enough to keep them subdued unless they rebel.

It wasn't that long ago that slavery was abolished, not that long ago since race desegregation, not that long ago since women were granted the right to vote, and it may (or may not be) soon that same-sex marriages/partnerships are given equal recognition as opposite-sex unions. Prior to these moves, there were little freedoms. But not true free will.

Given that, I believe the baron was most responsible because he controlled the will -- right or wrong.
