I've been reading this argument all over the place, and it's not without merit. But, having said that, I also realize that this has always been the case within racial/ethnic groups, not just African-Americans.

For instance, my father and his brothers and pals would all call each other dagos, but if a non-Italian had called them that, it would have been a whole other story. And you'd better not go down to the barrio and call someone a beaner unless you're Carlos Mencia. KnowwhutImean?
