Pigeon's can be difficult, messy, and a health hazard in large populations. I will break this down in two sections dealing with the outer structure and the inside area.

As for the problem with pigeon's roosting on the roof of the building, there is not much that can be done until the pigeon's roosting inside are dealt with. Once the pigeon's can't get into the building, they will be less likely to roost on the roof.

As for the inside of the building, I can imagine the mess they are making. There are several options for dealing with the pigeon's. You could have them trapped by a professional, however, this would be expensive and would not solve the problem long term. I would avoid using poisons as other species may be affected. My advice would be to exclude the pigeon's. Without knowing the structure of the building(s), it is difficult to know whether exclusion is possible. I am sure there are a lot of open window's allowing them to enter the building. There are many products available that keep pigeon's from roosting on beams and so on, however, in large structures this method would be costly and difficult to cover every area that the pigeon's may use. Applying these products in the areas the pigeon's are roosting will only cause them to move to another beam making this a never ending project. There are scare devices (noise) that work for very short periods, however, the pigeon's eventually adjust to the noise and the devices become useless.

I would advise setting up a small team to inspect the structure noting every entrance point that would allow the pigeon's access. Once this is done, you can analyze the cost of excluding the pigeon's using 1/2 inch hardware cloth covering all entrance points. As I said before, without seeing the structure, its difficult for me to know whether this is possible.
