This scratching could be from any species of climbing wildlife such as raccoons, squirrels, or even a bird that has entered an exhaust vent and damaged the duct. Most wildlife that resides in attics use the insulation for nesting material and this is the scratching you hear.

It is impossible to know what is doing the scratching until a physical inspection is completed. There should be a wildlife removal service in your area that could perform the inspection.
