I have a couple of suggestions. First, check at Home Depot or your local hardware store for deer and rabbit repellent that contains Capsaicin. There are several versions of this available so you will need to read the label before purchasing to see if it can be applied to food producing plants. Don't worry about the name (deer and rabbit repellent), it works for most herbivores. It is very important to check the label before buying. If you do find repellent that can be applied to plants such as tomato plants, it will need to be reapplied as directed on the container. There is no quick fix, and using it just once will be a waste of time and money.

The other issue of mouse traps. There are a couple of things to consider. You need to check with your State Conservation Department to make sure it would be legal to set mouse traps outside your home. And there is the issue of safety. Setting body gripping mouse or rat traps outside could be an issue if children are around. Even little mouse traps could do severe damage to a finger or toe. If it is legal in your state and there is no danger of children coming in contact with the traps, then they could be set in the runways. If you look closely between the vole holes, there are above ground runways that are usually obvious. Voles travel these same routes over and over so traps could be set unbaited on the runways. Again, make sure it is legal and there is no possibility of someone being injured by the traps before setting them.
