戰國時，鄒國同魯國打仗，鄒國 打敗了。鄒穆公對孟子說﹕這次戰鬥，我的官吏死了三十人，而 百姓卻沒有一個去援救的，這些百姓實在可恨極了。殺了他們 吧，殺不了那麼多﹔不殺 吧，他們又是那樣可惡。你看，該怎麼辦才好呢﹖”

孟子回答 說﹕在飢荒的歲月裡，你的百姓有的 餓死了，有的 逃荒 在 外，可是 在 你的 穀倉 裡 堆滿了 糧食，庫房 裡 堆滿了 財物。你的 官吏 也 不來 報告，這 是 官吏們 不 關心 人民 疾苦 的 表現。曾子 曾經 說 過﹕‘當心啊﹗當心啊﹗你 怎樣 對待 人家，人家也怎樣 對待 你。’你們 平時 不管 百姓 死活，遇到 機會，他們 自然要報復。您不要 責怪他們 吧﹗如果 做 國君 的 愛護 百姓，百姓 就 會 愛護 他，並且願意為他出力，甚至 犧牲 生命。”
