Subject: Speed issue

Howdy. Another question here. Altering the speed of the game in the in-game menu doesn't seem to do anything at all. Everything moves at the same speed as it does no matter where I slide the setting on the bar. So I was wondering, is this just me, or does anyone else experience it?
