Yes it is fair to limit turbo size! Since a Boosted engine has 25-30 PSI at the intake valve it has all the cubic-inches of the atmosphere above to compress into the engine.

Nitrous engines are naturally aspirated in the sense that they still have to draw outside air in by virtue of pressure differential. A nitrous-engine relies on barometric pressure. A nitrous engine will only ingest so much nitrous depending on the barometric pressure that particular day before it spits the nitrous back out in a form of reversion. The bigger a naturally aspirated engine the more air it can ingest. A naturally aspirated engine has to be larger to ingest more air. Turbo Engines do not have to be as large a cubic inch since they have a compressor pumping 30 PSI of air in them regardless.
