Subject: Can't create cache folders

I'm stuck on the CaRP Setup Assistant. The automatic method fails so I'm supposed to use the manual method, but I don't understand any of this. I found Windows Telnet and figured out the command (open) that I need to use, but any URL that I put in doesn't work. At least, when I come back to carpsetup.php, and click Continue, it says Access permissions incorrect. Someone told me that you can do it with an FTP program (I have WS_FTP LE) and I tried pasting chmod 777 /home/ebusiness/carp into a place for a startup command. That didn't work either. No idea if I'm in a "chroot" environment. The folder is actually ~ebusiness, not just ebusiness, but changing that didn't work either. Can someone walk me through this? I'm writing a book on RSS and want to write this up (Syndicating Web Sites with RSS Feeds For Dummies (Wiley).
Thanks,
Ellen
