Just in case you come back here to look, the answer is that at six, this is no big concern - if indeed it is in itself, a concern at any age.

His foreskin "bunches" underneath the meatus. The point is however, that he can readily expose the glans; that is all that needs to happen (and actually, even that is by no means essential for sexual function or hygiene).

What you need to do in this case, is to encourage him to retract his foreskin frequently. Generally, developing the habit of always or almost always retracting to pee, does this perfectly well. At some point, he will of course discover (or perhaps learn from peers) that the act of retracting is in itself pleasurable, and repeatedly retracting and re-covering the glans is a worthwhile enterprise in itself, that is of course - masturbating. Discovering this at or prior to puberty provides a motivation to exercise the foreskin and in doing so, to encourage it to stretch in whatever way is most conducive to pleasure.

There is the point. A short frænulum in itself is not a problem at all. The only problem (in the future) is if it is uncomfortable to pull on with any normal degree of force. It may be the case that pulling the foreskin back firmly causes the glans to bend downward if the frænulum is relatively short or thick, but there is no actual need to pull the foreskin back that forcibly in the first place.

Normal sexual intercourse is predicated on lubrication. If this is not adequate, then not only might the foreskin (and glans) be subject to excessive drag causing pain, but the same thing will be happening to the woman; it will be unpleasant. This can not be interpreted as "a problem with the frænulum"; this means one needs to slow down and "re-group" while the woman becomes more attuned to the act and lubricates adequately, or else you "cheat" and use an "artificial" lubricant. Much the same applies to oral sex and of course masturbation practices.
