Depends on the size really. If it is simply a capillary vein you see by shining light through the skin, then you can include them in the skin you want to tie/separate. If it is a larger vein, then I personally would avoid.

I myself have tied small capillary veins, and yes they do "blow up" slightly a day or two after tying, but ultimately they die too and the blood flows via other paths. However when doing so, I did suffer a little prolonged discomfort (say 2-3 weeks) in the ring of foreskin that joins the inner side of the foreskin to the outer skin. I believe this is where some of the main foreskin veins feed blood to.
