Stretching under load will work to generate new cells and potentially a frenulum but it will take a good few months I expect. Also, you will also very much likely, have a problem with foreskin width/some element of phimosis.

you can also have a read of the "frenulumtying" group on yahoo groups and look at the options of "frenulum" ligation.
