Subject: Frenulum

Circumcised at birth, and frenulum was surgigally removed by a female pediatrician during circumcision. also, found a skin bridge next to where the frenulum is supposed to be. Both problems have been discovered now that I am 30 years of age.
Can both of these problems be corrected by an Urologist or general practitioner?
