When you are flaccid it probably will have a gap where it was cut.But when you have an erection it will probably be tight enough not to notice.As far as weakness goes it can't be as bad as being circumcised,and I have not had a problem with weakness.I think because there is less tension on the frenulum it is less likely to tear.
