You have a small collection of problems and I will only be
able to answer some of them - those about phimosis

Firstly you must make an accurate diagnosis. "Phimosis" is a general
word describing a number of causes. Most usual is either a phimotic
ring, or frenulum breve. If you can retract your foreskin (when
flaccid I presume?) then you would be able to diagnose this.

I suspect as it has never caused pain that you are talking
about a relative or partial phimotic ring (frenulum breve is
more likely to be painful)- However please make an accurate
diagnosis

I dont intend doing all the work twice so please go to

and give yourself an examination. What exactly is hindering erectile
retraction?

You can then follow through the links and probably find that
a little stretching will cure this sort of ring

Now, - millimeter long cuts in the foreskin is another
problem maybe, can you just not let the skin get dry, maybe
massage with olive oil etc. (could be fun!) - maybe its no
problem but I suggest a dermatologist (a skin doctor) but
for information from the internet on the subject of
infections I suggest you go to The_penis.com - they have a
good section on "problems" and lots of links.

their penis?

My suggestion is to definately cure the phimosis - this
could be very easy in a matter of a few days stretching -
- ... dont worry about the size - a length of 4 inches when
flaccid is quite long - you dont say if this is flaccid or
erect - there is also considerable opinion that its the
circumference is more important than length ... but I
suggest you dont worry and just go get a girl friend
