I would say this is age related.As we age our skin becomes less elastic and more "brittle" it is a form of phimosis.You could try the stretching exercises and topical steroids but it might not be a permanent fix.Next would be a surgery that makes your foreskin wider called a z-plasty you could also have a dorsal slit which would split your foreskin open permanately or of course circumcision.
