Subject: Help me plz

Hi people, i m a 17 yrs old teenager here and i need help from u people.
Whenever i errect i notice that only a very small part of my glans/dick head is out about 20 %. And when i try to pull the skin down i will feel pain.I also feel kinda pain when i touch them, the glan.
I was wondering if i should start pulling down the skin( not in errect state ) and wash them when i bathe next time. Am i too old to do that? My father seems to know nothing about it.
