If it's so hard to find certain fics on Fictionpress or Fanfiction.net, just look for a site that better fits your needs/wants. If it was possible to get everyone to post stories on Quizilla, a quiz site, it should be just as easy to get them all to post them to a lesser known-but better suited for them-story submission site. As someone said before, this will really help the writers, since they'll get advice from those with much more writing experience.
If you can't find a site that best suits your needs, then you can just as easily make a site for them. If not one to post your own stories on, then one for many people to share their fiction. A message board would work well for this purpose, since stories submitted would be posted right away, instead of waiting for the server to put it up, or for the site's owner to do so. Cris was able to set up a free board, as was I, so it shouldn't be that hard.
As an added bonus, you don't have to worry much about rules or guidelines for submitting stories, because you'll be making your own rules for the site/board. And many free boards have a built-in search feature, as well as the ability to set up different sections of the board for different topics/story types, which would be much better to find the stories/story types you're looking for.
To sum it up, story writers will do much better if they either find a better suited story site, or make thier own site/board for everyone to submit thier fan/fiction.
