Not all Friesians have thick luxurious feathers,and that is probably the case with your horse. If he is almost five, his feathers are most likely at their natural fullness. If the ergots are very long, and protruding from the feathers, this may make it look strange to you by splitting the hair in half to either side of his leg. If they are very long, you can have your farrier snip them down at your next trimming.
