I was under the impression that it is still measuring the withers, but because many Friesians do not have very pronounced withers compared to other breeds people often make a mistake when choosing where to measure from. Friesians tend to have high-set necks, that appear to come straight out of the back, meaning the withers and the neck blend together. On horses with this type of build, you get people measuring too low on the withers rather than feeling around further into the neck, for the actual peak of the bone.
