Hi Sandy,
I'll preface this by telling you I am not a trainer, I just own two Friesian geldings. Every thing I've heard or read on the subject of Friesian training says not to start them too early. Friesians mature physically and mentally later than lighter breeds and I would give your filly plenty of time to grow up.

You can do lots of ground training-manners, work in hand, practice with feet, trailers, water and on and on... We lunged our 3 y.o. lightly, and did work in hand, for a year. Then he was backed at 4. (he came supposedly all dressage trained (ha!) from the Netherlands, but I call that 'dutch-broke', and in my opinion, it is just to get them sold.)
