Yes, that is a brand. Is your mare 11 or 12 years old or older? Friesians were branded for a long time, until just a few years ago, so it is not uncommon to see older horses with brands. The letter "F" stands for a studbook horse, "FS" is for Ster, "FSM" is for a Model mare, and a crown shape stands for Preferent. I believe branding was discontinued after the year 2000... that is the last year I remember seeing it done at the Inspections.
