Subject: Chestnuts on hocks of my frieisan

I am new to this breed and I notice that my friesian has long chestnuts on all for legs of his hocks. They are big and seem to be a little sensitive when I touch them. Are these normal to have on the hocks of friesians because I have never seen them on any other breeds? Also, could these be slowing down the growth of the feathering? He is turning 5 soon and I am concerned that he should have more feathering. oh, these are 100% chestnuts and NOT scratches or anything else. Any advice would help! Thanks!!
