Your previous thought was correct. Adults that go to the keur and receive no premium ARE entered into the Studbook, provided their papers support a KFPS lineage and there are no disqualifying characteristics such as white hair.
No premium simply means the horse is probably slightly below the average quality the judges are looking for. In lay terms you could say 3rd premie is average, 2nd premie is above average, 1st premie is top 10%.
