Subject: My friesian WONT canter

I have a 7 year old friesian (new to breed). He loves to trott and will go right into it and wont break. I cannot get him into a canter. I believe he understands the word canter because when i say it he puts his ears back and gets pissy. If I use a whip it makes it worse. I can get him into one once in a while out in a trail (only when he is heading home). Its in the arena that is very difficult. When he was in training they got him into one but it was difficult and he would break after 15 seconds. I know he knows how, he is not in any pain, feet & equipment are fine & very healthy. Can anybody give any suggestions? Oh it seems like if I use a loud voice or crop etc...he shuts down & wont work/gets pissy/ears back...ugh! This has been going on forever? PLEASE HELP!!!!
