If he has a thick enough mane, split the hair and make braids/bags on both sides of the neck to even out the weight. This is what the owners of Anton 343 used to do.

I would guess that it's probably a combination of everything: the lack of work and the weight of the mane, and maybe even the falling crest syndrome that susana mentioned. I know that on horses I have seen with fallen crests, once it falls completely it is nearly impossible for it to straighten out again, no matter how much work is done to strengthen the area.

However, the FPS, as far as I have ever seen, does not penalize horses for fallen crests.
