Yep, it's probably scratches. The best thing you can do is try to keep the feathers clean, but even so, some horses are just prone to it, and you will likely have to resign yourself to seeing the muck constantly come and go. Most Friesians get it periodically, some more than others.

Listerine is one method.. some poeple have a recipe called mok, which comes from the Netherlands...I'll have to see if I can find it. Otherwise there really are lots of varying treatments, you can find some of them, as well as information on scratches on the Health & Care page:

None are guaranteed to work, you really have to find what works best for your horse's particular case.
