Subject: Transfer of Ownership HELP!

Okay. After over two years of owning my gelding and attempts to contact the Seller and address the issue, I've FINALLY been sent my geldings original Registration Certificate and Passport. My problem now is I have no clue how to Transfer the Ownership into my name. Everything I've read states that all this is to be done by the Seller, and that's never happened. Part of the regulation states that the Seller has to sign and date the back of the Certificate, and they didn't. Like, I have no idea where to begin, or who to contact?! Should I just contact the Board Director of my Region for starters??? HELP!!!
