If it looks like a halter or bridle mark, then it probably is. Check the fit of the halter to make sure it isn't too tight or too high up the face. You may want to remove it entirely while he is in the paddock.

Pacing is definitely a sign of discontent. Is the horse isolated by himself..have enough food/water? Sometimes horses will pace if they are alone and can see, but have no contact with other horses, particularly if they are used to company, or are a youngster or stallion.
