Lo de la carta a Bilbao es para pedirles que te devuelvan el dinero.
Yo haria primero lo de la Carta a Bilbao reclamando el dinero ya que no te puedes presentar a las oposiciones que si te dijeron que podias presentarte,

daría un plazo de tiempo, CORTO, imaginate si el día 9 de diciembre de 2005 (plazo máximo para la devolución de ... euros)
no te tienen devuelto el dinero,
entonces vas a consumo y pones la denuncia... por ejemplo...
