I would assume that the Monmouthshire Merlin published reports on the disaster but I haven't checked this out. I have only read the accounts published in the Times and the now out of print book "The Bitter Harvest" by Roger Williams and David Jones.
Research into the social aspects is unlikely to fruitful.
In 1860 the majority of the popultion was illiterate, and there was no local council eg first Urban District Council established in 1894 , Parish governed by Local Board from 1878. From my limited knowledge I can only assume that the parish was governed by the local "Pharoahs" in 1860 - to use a term borrowed from Dr. William Price.

I guessed it would be difficult,but thanks for the prompt responce.It,s all such a pity that the extreme hardships and great social divides that existed such a short time ago in the terms of history are now largely forgotten.I suppose the polital mantra of lets draw a line under it and look forward to the future when everything will get better applied to this terrible time aswell.Iobviously have the bug on this event and will keep looking.You've got a very good web site which is really worthwhile.Thankyou.
