I am a big fan of House of Frankenstein, and remember the scene well. Burgermeister Hussman is sitting at his desk looking through some record books, and suddenly realizes that the man who claims to be Lampini is actually the criminal Dr Niemann. He picks up the phone to make a call, but just then Count Dracula enters. Later his lifeless body is found by Karl Hussman.

Excellent observation, Dan. It had never occurred to me before, but yes, the Burgermeister should have become a vampire after he was bitten and killed by Count Dracula. It is definitely an inconsistent element in the plot.

I would say the first Universal horror cycle (1931-1936), which was also the Carl Laemmle era, contained tighter plots with less holes. The second wave (1939-1946) was great too, but saw some decline in its last few years. The Ghost of Frankenstein (1942) marked the shift of the Frankenstein series from A-grade to B-movie status, and those lower budgets surely had some effect on storyline consistency.
