Well to me anyway!

Technically - in Ohio at least - there's no law against a woman going topless in public. Now I'm sure they could charge you with creating a public disturbance or something along those lines, but not for the mere act of going topless. So you know, if you’re ever in the mood, you know where to go! ;-)
