I lost my rudder some years ago off a Mk 1 Pandora, the end result was an Abersoch Boatyard replaced it on an insurance claim, it was very expensive just under £1500 and took a long time, one reason they gave me was the piece of wood ,teak, I believe needed to be one piece, needless to say some months after being back in service when a T & G split appeared I was not impressed!!! If I had my time over again I would have bought a piece of Mahogany, about £60.oo I would think and set to with a plane, borrowing another rudder as a pattern. I reckon two days would see it shaped and varnished. A good test to see if rotten is to jump on it !!!
