震驚世界的911恐怖攻擊已四年，蓋達組織頭目賓拉丹迄今逍遙法外，仍是全球頭號恐怖分子。有報導指出，蓋達正密謀在10月間對美、俄、歐洲同時發動「大齋戒月攻擊」，規模恐怕更勝911。

反恐專家指出，蓋達分子認為，美國遭卡翠娜颶風重創，象徵真主對蓋達攻擊計畫的贊許，正等待賓拉丹的下一步命令。

今年回教齋戒月將由10月4日開始，據美國一份機密報告指出，蓋達籌劃的齋戒月恐怖攻擊，將以義大利和荷蘭機場為主要目標，負責義大利行動的首腦已潛伏義大利境內。

另一項報導則說，據被捕的蓋達分子招供，凱達籌畫十年的「美國廣島計畫」準備對美國發動致命一擊，利用冷戰時期蘇聯製造的核子武器，在多處美國城市同時引爆。

美國中央情報局長高斯在6月間宣稱，他對賓拉丹的行蹤「瞭如指掌」，但美國上次查到賓拉丹的行蹤已是兩年前的事，當時正準備動手拿人，賓拉丹卻在美國展開行動前數小時由巴基斯坦和阿富汗邊界的藏身處脫逃，從此下落不明。

據蓋達分子的供詞顯示，為免留下蛛絲馬跡，賓拉丹已不用衛星電話或網路聯絡，改由信差騎馬或徒步送信。
