Subject: payment by mail confusion

The syllabus page of the school web sites states:
Registration is limited to the first PAID entries.
Cap: 1200 Beginner though Open Prizewinner and 275 PC/C.
There is not a cap on Adult or non-dance competitions.

Note: IF YOU OPT TO MAIL IN PAYMENT OR PAY LATER YOU WILL LOSE YOUR SPOT IF THE CAP IS REACHED WITH PAID ENTRIES
but then the feisworx page says:
You do not have to pay for your entry online. We will close the feis when there are 1475 registered dancers (275 PC/C and 1,200 Beginner through Open/Prizewinner). You may mail in your payment as long as it is postmarked by October 31 (Monday). You may also come back and pay online by that time if you prefer.
The school home page says:
Mailed payment MUST be postmarked on
Monday, Oct. 31 to be processed.

Could you explain which is correct?
