"The site has been fast for the last two hours." - this proves that it has absolutely NOTHING to do with a DoS attack. If that were the case, then the situation would not have changed. The problem is very obviously a programming or poor database design problem.

"Leave the payments until later and let's roll!" - paypal handles millions of transactions every day, so it is not a paypal problem either.
