Eleven is very young to smoke or do anything adult. But, you are talking about when the cow is out of the barn. The kid is going to smoke. After proving that a few times, you must decide if you want them to compromise their standards in getting the cigarette purchased.
It's also like letting your child eat animal cookies. If she or he digs heavily into some other kids box, you feel you ought to replace it.
Apparently a leading source of cigarettes is to steal them from a smoker. I say hold off and discourage their smoking as long as possible. Put up a fight and hope they will give up. If you're still losing the battle, control the consumption and places they smoke.
I'm about a decade from that problem but that seems what a lot of mothers are doing here.
